Manipur State Assembly enjoys a special significance when it comes to take a look at the history of the practice of adult franchise in India. Manipur is the first state of India which went for the assembly election on July 1948. Manipur State Assembly also introduced the concept of plural constituencies, 2 votes for each voter in Indian political scenario. The state assembly was divided among 29 constituencies. There was a need for plural constituency as a voter is expected to cast one vote for the Mohammedans and another for the non-Mohammedans. Thus, the election process for Manipur Legislative Assembly was bit complicated. The assembly used to enjoy a strength of 53 members at that point of time. But, unfortunately, the state assembly was dissolved just after the 15th October 1949 merger of Manipur with Dominion Government of India

Manipur was made a Part C State and the President of India took the charge of the administration. The Chief Commissioner or the Lieutenant Governor used to run the state following the regulations prescribed by the President. Manipur was freed from its Part C statehood on November 1, 1956 and was declared the Union Territory by Union Territorial Council Act. The Territorial Council was comprised of 30 members along with the 2 nominate ones. Later, in June 1963, the Territorial Council was made the Territorial Legislative Assembly. The strength remained the same. The North-Eastern Areas (Re-organization) Act, 1971 declared Manipur as a full fledged state. This time, the strength of the Manipur State Assembly was revised and since then, it is allowed to accommodate 60 members.
The last Assembly Election in Manipur was held in 2007. INC (Indian National Congress) proved itself to be the most prominent political party in the state. The party managed to win 30 seats in the house and that was enough for it to form a government. The MPP (Manipur People’s Party) won 5 seats in the last Manipur State Assembly Election. Independents could manage 10 while the others could gather another 15 seats. The 2007 Manipur State Assembly Election was carried out in three phases, February 8 February 14 and February 23. The poll result was declared on February 27 of the same year.

2007 Manipur State Assembly Election was a fair contest among the 59 Indian National Congress candidates, 27 candidates from Nationalist Congress Party, 22 Communist candidates and 36 candidates from Manipur People’s Party. INC got a clean win even in the 2002 Manipur Assembly Election with 20 seats in the assembly house. The CPI won 5 seats and the others had gathered 15 seats while FPM could win 13 seats and MSCP ended up with 7 seats.
